The Pudong new area covers an approximate area of 1,210 square kilometers, situated on the east bank of the Huangpu River. It is not only Shanghai's most important growth engine for economic development but also a vivid reflection of China's reform and opening-up policy. Pudong is accelerating the construction of a globally influential science and technology innovation center, demonstrating a strong ability to generate innovative ideas.

It has gathered more than 2,000 high-tech companies and nearly 800 research and development institutions, nurturing a group of rapidly growing emerging industry clusters. About 80% of the area's industrial scale is concentrated in four national-level development parks , including Zhangjiang, Jinqiao, Waigaoqiao, and three municipal-level industrial parks, including the International Medical Park.

Xuhui District, spanning 54.93 square kilometers, is situated in the southwest of the central urban area where Chinese and Western cultures intersect. The district is home to 107 academicians of the "two academies," and ranks first in the city with 107 items of invention patent ownership per ten thousand people. Xuhui has 17 century-old famous schools, over 240 schools of various types, and a quarter of the city's top three hospitals. The district's basic education and medical development rank among the top in the city. Xuhui houses consulates general of 11 countries, including the United States and Germany.

The district has formed an industrial system with the modern service industry as the main body, high-end commercial trade as the focus, and advanced manufacturing industry as the support. Xuhui is vigorously building four industrial clusters of artificial intelligence, life and health, art and media, and technology finance.

Located in the western part of the central urban area and situated at the intersection of the Shanghai-Nanjing and Shanghai-Hangzhou development axes, Changning District covers an area of 37.16 square kilometers and borders Jiangsu and Zhejiang provinces. The district is served by the Hongqiao International Airport, which, together with Pudong International Airport, forms a dual-hub airport system for Shanghai. The Hongqiao transportation hub is adjacent to Changning, and the district is within a three-hour transportation circle that covers major cities in the Yangtze River Delta region.

Changning District is one of the most comprehensive and balanced central urban areas in Shanghai, with a highly developed service industry, a strong international presence, a rich cultural heritage, and a pleasant living environment. It is the only central urban area within the 7,000-square-kilometer "Greater Hongqiao" region of Shanghai and boasts a high degree of internationalization.

With nearly 6,800 foreign-funded enterprises, over 1,500 permanent foreign representative offices, close to 80 regional headquarters of multinational corporations, and 42 listed companies, Changning is one of the most internationalized districts in Shanghai. It is also home to two national-level economic development zones and around 20% of the city's registered foreign population. In addition, the district hosts 27 consular missions, making it an attractive location for businesses and residents alike.

Putuo District, covering an area of 55.53 square kilometers, lies in the northwest of the central urban area and is an essential transportation hub that connects Shanghai with the Yangtze River Delta and the hinterland.

Putuo has a rich history in modern national industry and boasts the longest Suzhou River bank resources in the central urban area, as well as 13 national-level scientific research institutes, including the Shanghai Institute of Electrical Engineering.

Putuo is actively positioning itself as a hub for international innovation cooperation under the Belt and Road Initiative. It is also becoming a gathering place for the headquarters of innovative enterprises in the Yangtze River Delta region, a livable and business-friendly ecological zone along the Suzhou River, and a new growth pole of Shanghai's science and technology innovation center. It is driving the development of four major industries, including intelligent software, research and development services, technology finance, and life and health, creating a four-wheel drive pattern of industrial development.

Jing'an District, spanning 37 square kilometers, serves as the pivotal hub of Shanghai's east-west development axis and is located in the central urban area of Shanghai. Notably, Jing'an boasts the illustrious millennium-old Jing'an Temple, along with 159 exceptional historical buildings, three historic and cultural preservation areas, and 19 theaters. The district has attracted 87 regional headquarters of multinational corporations, over 75 buildings valued at more than one billion yuan, and more than 5,696 foreign-funded enterprises, with over 2,000 domestic and foreign brands.

Jing'an District is home to a multitude of high-end and international leading enterprises, primarily within the modern service industry, and is striving to establish the "three major economies" of headquarters, building, and foreign-related economies, along with preserving its 159 historical buildings, three historic and cultural preservation areas, and 19 theaters.

Hongkou is a vital functional area of Shanghai's International Financial Center and International Shipping Center, with nearly 1,800 financial enterprises and institutions of various types, including 17 public fund headquarters. It has also amassed over 4,700 shipping enterprises, alongside 39 functional institutions such as the China Shipowners' Mutual Assurance Association and the Shanghai Shipping Exchange. Hongkou is committed to creating the "world's first district with dual gigabits," with the city's highest density of 5G base stations and the highest coverage rate of gigabit optical fiber.

Furthermore, Hongkou has formed a cluster of high-end financial and shipping services and emerging 5G industries, striving to create the North Bund headquarters and foreign-related economic center, the commercial center of the area north of the Suzhou River, and the 5G global innovation port.

Yangpu District, spanning 60.61 square kilometers, occupies a key position in Shanghai's science and technology innovation center, located in the northeast of the central urban area.

With over 100 higher education institutions and scientific research institutes, including Fudan University, Tongji University, and Shanghai University of Finance and Economics, Yangpu boasts rich scientific and technological resources. It is among the first national innovation pilot cities (districts) and is a national "mass entrepreneurship and innovation" demonstration base.

With the longest riverside line in the central urban area of Shanghai, Yangpu is vigorously constructing an online new economic ecosystem. The district's modern service industry has its core in modern design services and intelligent manufacturing research and development services.

Yangpu is accelerating the development of industries such as Beidou navigation, internet education, technology finance, information technology, and e-commerce, while cultivating and developing technology services, cultural creativity, sports and health, new energy and energy conservation, and environmental protection.

The Huangpu district covers an area of 20.52 square kilometers and is located in the heart of Shanghai's central urban area, serving as the city's administrative and cultural center. It holds significant historical and cultural significance, being the birthplace of the Chinese Communist Party, the origin of Shanghai's Haipai culture, and the birthplace of China's national industry, carrying over 700 years of city-building history and 170 years of port-opening history.

The Bund, located in Huangpu, is the birthplace of modern Chinese finance, and the Bund Financial Cluster is the core area of Shanghai's International Financial Center construction. In 2022, Huangpu's GDP reached 302.305 billion yuan, with an annual output of 14.732 billion yuan per square kilometer, making it the city's most economically dense area. It has 71 buildings with tax revenues exceeding one billion yuan. With a high degree of economic openness, foreign economic involvement accounts for a high proportion of Huangpu's economy.

The district has six national financial market elements, more than 660 licensed financial institutions, over 200 headquarters-based enterprises, and 66 regional headquarters of multinational corporations. The district's commercial and business sectors are prosperous, and international commercial districts such as Nanjing Road Pedestrian Street, Huaihai Road Commercial Street, and Xintiandi are vibrant and thriving.

Chongming District is located at the mouth of the Yangtze River on the East China Sea, known as the "gateway to the Yangtze River" and praised as the "Oriental Hawaii". It consists of three islands: Chongming, Changxing, and Hengsha, with a total land area of 1,413 square kilometers. As an important ecological barrier, it provides Shanghai with abundant ecological resources and services on one-fifth of its land. Chongming has successfully established a national sustainable development experimental zone and a national ecological civilization pilot zone.

According to statistics, Chongming has developed 1,030 registered homestays, including 309 high-quality ones. In terms of green agriculture, Chongming has one-fourth of the city's forest land and one-third of its basic farmland, serving as an important "vegetable basket" and "rice bag" for Shanghai. The district has eight registered trademarks for geographical indications, two protected products, and four geographical indications for agricultural products, ranking first in the country's green agricultural development index.

Currently, the construction of the Chongming Line of the Shanghai Metro is progressing rapidly, with the first phase from Pudong to Changxing Island expected to be completed by 2025 and the whole line to be opened in 2027. In addition, the construction of the Shanghai-Chongqing-Chengdu high-speed railway and the Shanghai-Chongming expressway is also steadily advancing.

Baoshan District, covering an area of 300.6 square kilometers, is located at the intersection of the Yangtze River, Huangpu River, and Wusong River. It is the closest main urban area to the city center and an important nodal city for the integrated development of the Yangtze River Delta.

Baoshan District has a century-long history of opening up, industry, municipal administration, military, and education. The district is served by subway lines 1, 3, and 7, and subway lines 15 and 18 will be operational in the coming years. Intercity expressways in the district are connected to Jiangsu and Zhejiang, and the transportation hub of Shanghai North Station radiates the Yangtze River Delta through the North Bank of the Yangtze River high-speed rail, providing vast industrial space.

Baoshan District's dominant industries include biomedicine, advanced materials, artificial intelligence, and intelligent equipment, as well as new-generation information technology. The district is actively undertaking innovative projects from universities and becoming a key area for the construction of the city's science and technology innovation center.

Fengxian District, located in southern Shanghai, covers an area of 733 square kilometers and serves as the western gateway to the Lingang New Area of China (Shanghai) Pilot Free Trade Zone. It also serves as the urban center of southern Shanghai and is an independent new city in the Yangtze River Delta.

The Lingang New Area of China (Shanghai) Pilot Free Trade Zone covers almost 60% of Fengxian District, allowing it to enjoy the benefits of the free trade zone. Oriental Beauty Valley, a new industrial space, is the core carrier of Shanghai's large health industry and is the largest gathering place for cosmetic brands in Shanghai. The district is currently developing a "1+1+X" industrial pattern, which includes the beautiful and healthy industry (Oriental Beauty Valley) that represents biomedicine, cosmetics, food, and pet economy, the intelligent networked new energy automobile industry (Future Space) that represents 5G communication, artificial intelligence, and the Internet of Things, and the "Four New" economy and strategic emerging industries represented by new technologies, new industries, new formats, and new models.

Jinshan District is home to various cultural landscapes, such as Fengjing Ancient Town, a renowned historical and cultural town, Jinshan mouth fishing village, Shanghai's last fishing village, urban beaches, and Donglin Temple. By intensifying the industrial chain's upstream and downstream clusters, it has established preliminary industry clusters in new displays, biomedicine, carbon fiber, and drones.

Jinshan District is presently striving to establish four significant industrial clusters, including a high-end intelligent equipment industry featuring drones, a new generation of information technology industry centered on new displays, a life and health industry focused on biomedicine, and a new material industry focused on carbon fiber composites.

Jiading District spans 463.6 square kilometers and serves as the northwest entrance to Shanghai, situated in close proximity to the Hongqiao transportation hub. As an important integrated hub city of Shanghai facing the "Yangtze River Delta," Jiading is renowned as "Enlightenment Jiading" and boasts numerous cultural relics and scenic spots. It is one of the national civilized city areas. Being a vital carrier area for Shanghai's science and technology innovation center and high-end manufacturing industry, Jiading is striving to establish five distinctive business cards: "Science and Technology Jiading," "Automobile Jiading," "Enlightenment Jiading," "Health Jiading," and "Beautiful Jiading."

Jiading is focusing on developing three hundred-billion-level industries: automobile "new four modernizations," intelligent sensors and the Internet of Things, and high-performance medical equipment and precision medicine.

Adjacent to the Hongqiao transportation hub and facing the vast hinterland of Jiangsu and Zhejiang provinces, Qingpu District covers 668.5 square kilometers and serves as an important gateway and bridgehead connecting and serving the Yangtze River Delta. With major functional platforms, such as the National Convention and Exhibition Center, and 5A-level tourist resources like Zhujiajiao and Dianshan Lake, Qingpu is also an important carrier of two national strategies, the China International Import Expo and the integrated development of the Yangtze River Delta region.

The district has also gathered high-end industries, including information technology, intelligent manufacturing, and new material industries, as well as modern logistics. Notably, Huawei, NetEase, and JEOL represent high-end information technology industries, Hitachi Elevator, Ling Heavy Boosters, represent high-end intelligent manufacturing industries, and Kinwong Electronic Technology and Preco represent new material industries.

Currently, Qingpu is focused on building a "three major, two high-end, and one characteristic" leading industrial system. This involves further developing and strengthening three modern service industry clusters of logistics, conventions and exhibitions, and commerce, actively building two manufacturing clusters of high-end information technology and high-end intelligent manufacturing, and vigorously developing the cultural tourism and health industry clusters.

The Songjiang District, located in the southwest of Shanghai, covers an expansive 604 square kilometers and is recognized as one of the five key new cities in Shanghai. This district is also the starting point of the G60 Science and Innovation Corridor in the Yangtze River Delta region. Known for its international garden city and leisure city status, Songjiang offers a wide range of attractions, including the Sheshan National Tourist Resort, which boasts the only natural mountain forest scenic area in Shanghai.

The district also has a complete technological innovation system, with 13 higher education institutions, including the largest university town in China, Songjiang University Town.

To promote its economic growth, Songjiang is currently focusing on developing six strategic emerging industries, namely, artificial intelligence, integrated circuits, new energy, biomedicine, intelligent security, and new materials. Additionally, the district is vigorously developing three productive service industries, namely, headquarters economy, general contracting, and testing.

The Minhang District covers an area of 372 square kilometers and is located in the center of Shanghai. It is the core area of the southern science and technology innovation center, a national demonstration zone for integrated urban-rural development, and a national innovation demonstration zone for military-civilian integration.

With a green coverage rate of 40%, Minhang District has received honors such as the United Nations Human Settlements Environment Model Award. It has a complete system of international education and medical institutions, with over one-third of the city's international schools. The district has also attracted nearly 8,000 foreign-funded enterprises and more than 100 Fortune 500 companies.

Minhang District focuses on the key areas of "one south and one north" and is fully committed to promoting the construction of the "4+4" industrial system. The northern region relies on the Hongqiao hub center and focuses on developing industries such as international trade, modern finance, cultural creativity, and technology services. The southern region focuses on developing industries such as high-end equipment, artificial intelligence, new-generation information technology, and biomedicine.
